If you need to determine how efficient your current windows are, you can do 1 simple test. While standing in front of a window, light a birthday candle. Let the flame reach the wax, and then blow the flame out. Hold the candle with the smoking wick near the edge of your window. Watch the smoke. If it is not going straight up, but is going either into the window, or being blown away from the window, you know you have inefficient windows.

Once you have determined your windows in fact are inefficient, you have a couple different options available to you. If financially you can not replace all of the windows, you can reseal your current ones. Try caulking around the edges, both inside and out. Just be sure you don't caulk the windows shut. If it is late fall, early winter, you could always use shrink wrap on them to temporarily make them slightly more efficient.
